New Speed Test function

The modification aims to assist clients to find the IP demanding the shortest response time through speed test, and further to supply efficient service. The system will show the result of speed test as soon as network speed test function is turned on. Set the IP with the highest speed as default and tick it off. While users need to login with a given IP, setup may be completed through manual manip
While users need to login with a given IP, setup may be completed through manual manipulation. Then the system will prefer the default to login next time. In case of unsuccessful entry, the system will adopt other ips in an order by speed according to the data collected last time.

Note: IP information related to system returning and speed testing is stored in SERVERIP of INI.
